Charles Harvey was a revered member of the Tuskegee Airmen-Ground Crew. Mr. Harvey spent the remainder of his life after military service, serving community and Tom Powell Post #77. Taylor ‘Gunny’ Faulkner was an original member of the hallowed, Montford Point Marines – America's 1st African-American Marine Group. A humble and simple man who was the author of Post 77 becoming Missouri’s 1st all African-American Honor Guard.

These Heroes lives cannot be summed up in a few paragraphs. These scholarships are to be an annual award, in perpetuity, with hopes and plans to expand as sponsors and donors accumulate and contribute.

As Commanders, you are tasked with choosing two (2) candidates for these awards. Awards will be based on GPA; Leadership; Volunteerism and Community, in the least. Applications will be disbursed on the 3rd week of April. They are to be returned to Post 77 by the 2nd week of May. Post 77 will then choose the two (2) winners out of all St. Louis JROTC Applicants. All Commanders will be notified of the Winners NLT 11th of May.

An annual Anniversary ceremony is scheduled for September 18th 2026 at Mahler Ballroom located at 4915 Washington Blvd 63108, where the winning candidate will be presented their award.

If the winner(s) are out of state in school – or otherwise unavailable, we will present their prize to their parents (or designated others), in their Honor.
